Contract Assessor & Taxable Property Information

The Assessors’ Agent for the Town of Phippsburg performs under a service contract approved by the Board of Selectmen / Elected Assessors. The Agent’s Certification is granted under the Property Tax Division of Maine Revenue Services.  In compliance with state statute the Assessors’ Agent discovers, describes and determines property value and identifies the legal ownership of that property.  Residents of Phippsburg vote at Town Meeting to approve the funds to be raised and appropriated each year.  The Assessors’ Agent prepares a list of real and personal properties that are committed by signed Warrant to the Town Tax Collector for collection each year.

The records compiled by the Assessors’ Agent are available for public inspection at the Town Hall. All municipalities report to the Maine Department of Revenue Services (MRS) regarding property transactions conducted for the prior year and the resulting MRS Report of Assessment Review is contained in the Tax Commitment book.

  •          Tax Rate: $11.44 per thousand dollars of valuation for the fiscal year 2023-2024 (declared at 100% Certified Ratio)
  •          Due Dates: November 15, 2023 & May 15, 2024
  •          Interest Rate: 8%
  •          Fiscal Year: July 1 to June 30
  •          Assessment Date: April 1 (same date throughout the State of Maine)
  •          Commitment Date: Typically the second week of October
  •          Access for the public: Is down the hall to the left of the Tax Collector’s window.

The office maintains assessment information including tax maps, Tax Commitment books sorted by owner as of April 1st and sorted by Map / Lot identification, deed copies and real estate transfer tax declarations (RETTDs). These may be examined during regular office hours and copies are available for a reasonable fee.

Laws relating to property taxation in the State of Maine are Constitutional Provisions and extracts from Titles 10, 13, 20-A, 29-A, 30-A, 33 and 36 of the Maine Revised Statutes including Pertinent Amendments. 

All exemptions (Homestead, Veteran and Blind) and all applications for enrollment in Current Use programs (Tree Growth, Farmland, Open Space and Working Waterfront) must be submitted no later than April 1st.  Maine Revenue Services publishes helpful Tax Bulletins found at http://www.maine.gov/revenue/propertytax/homepage.html and the Assessors' Agent welcomes questions at 207.389-1088 / 207.389.2653 or by email at assessor@phippsburg.com (as a private contractor the Assessors’ Agent is typically available Tuesdays and Wednesdays and returns emails only when on site).
